AN ECONOMIC EVALUATION TECHNIQUE FOR BASIN-WIDE FLOOD DAMAGE MITIGATION PLANNING

The intergrated basin-wide flood mitigation planning has a numerous individual proposals with different characteristics. So, it makes difficult to develop the optimal aleternative that combines such elements. The determination is made in a way,dubbed the 'social consensus' in a broad sense,but initially,it requires the analysis of the economic efficiency within a scope,which is technically achievable. This study was intended to propose the method to develop the alternative to the optimal project scale so that the combination of the individual proposals could be economically efficient. To this end,the study defined the flood control project from the economic standpoint as productive activities carried out by input and output,and to determine the optimal project scale of flood damage mitigation that refers to the output,it proposed the least-cost combination of the inputs to the same level of the output,which is,in other word,the optimal combinationof individual proposal.
