Since the industrial revolution, there has been a plan for the rapidly expended city, a so called Haussmann's plan. The primary goals of that project were to build and expand an infrastructure, to make a zoning regulation, and to disperse an urban program. Since then, the modern city has been developed. The separation of working from dwelling has brought about not only separate a public-private space but also work-rest and dwelling-rest. It also allocated a exclusive residential area that intensified a sense of alienation of each block which is separated by the road. After 20th century, due to the big change of industrial structure and density of city, relocation of existing infrastructure was inevitable. In this study, therefore, the main argument is focused on how to deal with this relocated area and how to maintain the sense of place with all existing infrastructures positioned. The study mainly proceeds with a design experiment focusing on l’ourcq in the 19th district of Paris which has lots of expected relocating element. The main purpose of the design project is to regenerate public place to revitalize local community while solving problems on today’s urban development where the sense of human scale and communication has been absent keyword : l'Ourcq, Regeneration, public place, Infrastructure,
