Fuel Efficiency and CO2 Emission in the Aviation Industry _ Comparison among OECD Countries

The issue of the CO2 emission has been drawing more and more critical attentions in the fields of scholars as well as in the field of policy makers. Especially, in the aviation industry, which is known as the least energy efficient industry in the transport sector, the effort to reduce the CO2 emission by increasing the energy efficiency is an issue of burning concerns in every country. This paper tries to compare the fuel efficiency of aviation industry in OECD countries and to extract the policy implications of each country by regrouping the countries based on the aviation characteristics. The methods used for the efficiency test are DEA and the estimation of production possibility function and the results of both methods are compared. The data used for the research was mainly collected from the home page of OECD. Major results from the research are that the fuel efficiency, hence the reduction of CO2 emission, of the aviation industry is far better in the countries of localized aviation network than in the countries of globalized network, and that, if compared among modes, the differences among countries in aviation sector are much larger than those in other modes of transportation
