Enhancement of fracture safety in engineering structure

Perfect assurance of maintaining the defect-free and/or the trouble-free damage tolerant enineering structure during its predicted ( designed ) life time begins with the preliminary design phase and extends into the manufacturing assembling, testing and operational planning activities. Furthermore,the human factors relating to different cultural backgrounds of various nations are believed to play an important role to enhance the viewpoint (= concern) of safety of the engineering structure. The technical elements such as the design philosophy, material selection and degradation, life prediction( the watch-out ), quality control, and operation and maintenance are treated as core elements in developing a highly efficient failure/fracture control program which contributes to build and maintain the catastrophic accident-free engineering structures. It is emphasizied that the human factor must be incorporated to make the failure/fracture control program be effectively implemented.It is now generally accepted in the failure/fracture research community that about 50% of the lost money accumulated by failure/fracture related accidents could be saved if the known failure/fracture control technology and the newly developed knowledge were applied effectively and successfully. We want to propose to organize an Asian-Pasific-Contry-Wide Technical-Council (AP CWTC) to deal with the enhancement of the fracture safety in varying engineering structures in member countries by communicating, exchanging, developing and implementing the effective cooperative failure/fracture control program.
