초록
In Korea, a series of laws stipulating diverse procedures of land development for urban housing supply have been enacted since the beginning of the sixties, and various formulae were put into application according to the legislative system thus prepared. One of the formula most frequently solicited is the `land readjustment through replotting(site and service system)' which is introduced and enforced by Japanese in the early part of this century and applied most often ever since. However, an important change in this domain took place in 1980 by the adoption of new system through creation of `law for the promotion of housing land development'. The very core of the system lies on the forced purchase of the land concerned and the development projects can only be executed by public authoritis of various level, which is quite different from the land readjustment system. The purpose of this paper is to compare above mentioned two different methods of urban land development on the base of overall perspective of the system in Korea. Comparable elements were first analysed and description was given to make clear the characteristics from each other. In view to show better picture of the new formula, we made an case study of Yunsoo Housing Land Development Project recently accomplished in the city of Inchon. The general planning situation of Inchon city was briefly presented as background of the project, followed by detailed survey of the process and contents of Yunsoo Project. Emphasis was laid to reveal the fact that new system is more efficient and preferable in the case of large-scale project as it is managed as public enterprise usually more powerful and inclined by nature to secure benefit of the public.
