국가승인통계에서 신체활동 관련 지표의 개념적 정합성과 조작적 정의 행태 분석

Purpose: This study examines the conceptual consistency and operational definitions of physical activity, exercise, and sports participation indicators used in health promotion and health behavior surveys within Korean national approved statistics. Method: National approved statistics registered in the KOSIS National Statistical Portal were systematically reviewed. Physical activity related items from 16 national approved statistics were selected for analysis. The analysis examined measurement concepts, measurement criteria, the scope of included behaviors, activity contexts, and response structures. Results: The results of this study were as follows. First, physical activity related indicators were classified into three operational definition types based on activity intensity, regular exercise, and activity type. Second, surveys targeting children and adolescents reflected developmental characteristics through differences in the inclusion or exclusion of school physical education, walking for transportation, and physical activities after school. Third, indicators that used the same physical activity related terms differed in activity intensity, exercise regularity, activity type, inclusion and exclusion criteria, and response structure according to the purpose of the survey and the target population. Conclusion: In summary, the findings indicate that national approved statistics may differ in measurement scope and policy implications even when they assess the same health behavior domain. These results highlight the need for an item level metadata framework to improve the comparability and policy applicability of national approved statistics. They also suggest that physical activity related indicators should be interpreted together with their measurement concepts and operational definitions in health promotion and sports policy.
