In frost action may cause extensive damage to infra structures such as roads, railroads and utilities lines and other civil engineering structures. Frost action in railroad track is most concerning problems in Kangwon province in Korea(Kim,2009). Therefore the prevention of frost heave is an essential issue in that area. Therefore in order to reduce or prevent the frost heave waste materials such as EPS, XPS and tire chips were proposed and thermal conductivities were measured
