Despite President Roh's confusing statements, Seoul has demonstrated a strong willingness to faithfully implement the relocation process-even risking frustration among his young, anti-American supporters. The relocation process under progress illustrates South Korea's undeniable endorsement of and support for flexible utilization of the USFK to address a broader spectrum of external contingencies. In that sense, the embryonic division of mission concentration-meaning the ROK-US allied fores primariliy dealing with North Korea, and the USK with regional and global security-may evolve into a newly emerging partnership against the transnational and regional threats.
