The Cold War and Marcos-Era Cinema in the Philippines.

As a then-recently decolonized nation, the Philippines inherited from the US a number of conflicts owing to the latter’s leading role in the Cold War. Political tensions heightened during the presidency (1965-86) of Ferdinand Marcos, whose pro-US policies enabled him to plan and implement a dynastic dictatorship, cut short by a popular uprising. Paradoxically, the Marcos regime instituted a system of support for Philippine cinema that was sufficiently democratic and visionary, resulting in a spate of quality releases that lasted over a decade. The model, as embodied in the Experimental Cinema of the Philippines (ECP), has proved useful enough to provide the local industry with a mechanics for survival in the post-Marcos era. This paper will use current ideas in cultural policy to look further into how a mechanism such as the ECP could thrive in the face of severe political, and eventually economic, repression.
