For the efficient promotion of public investment projects, it is essential to secure an appropriate project period andtotal project cost stably. Changes in total project costs are repeated in the actual project process, and accordingly, feasibilityre-examinations and review of the appropriateness of the project plan are frequently conducted, and inefficiencies such aswaste of administrative power and overlapping review are continuously pointed out. Based on this awareness of the problem,this study aims to identify key factors that need to be considered in the initial stage in order for public investment projects tobe efficiently promoted within the planned range and suggest policy improvement directions reflecting this. To this end, cases offeasibility re-examination and business plan adequacy re-examination conducted by the Korea Development Institute (KDI) wereanalyzed, and variable factors were subdivided into planned, professional, and environmental factors through expert interviews(FGI). After that, through frequency analysis, the characteristics of the factors that change the total project cost and the maintrend of occurrence were derived. As a result of the analysis, the increase in the size of the facility due to the change in thetotal floor area was the most frequent and influential factor for the change in the total project cost. This is mainly due toincomplete demand prediction in the early stages, lack of operational plans, and reduction plans to pass preliminary feasibilitystudies, and there have been repeated cases in which functions that were omitted in the process of concreteness are added orthe area is recalculated. Therefore, this study intends to suggest improvement directions to minimize changes in total projectcost at the beginning of the project.
