How to enhance Environmental Efficiency? Three Lemmas toward the good Governance

Since the most of environmental issues involves the invisible, or untouchable performance, most of papers have been emphasized the measuring, reporting and verification (MRV) for the market oriented approach. One of the most representative efforts on this MRV can be found on the environmental efficiency. There are numerous alternative ways to measure the sustainable performance of the company, industry, or even some spatial objects such as province and cities. Most of the research on these environmental efficiencies on these spatial entities or economic agents concludes that there are huge potentials to enhance their environmental inefficiency. The question is how they can enhance its potential inefficiency. Most of papers just conclude that the more regulative policies by the government should be by the more differentiated ways. Unfortunately, most of these conclusions are not practical at all, in terms that these suggestions are too abstract or obscure to be implemented. Moreover, these suggestions just conclude that their researches support Porter hypothesis, or Kuznets environmental curve. So what? If the paper just wants to prove this kind of common sense type of environmental phenomena, it is not appropriate as "social science" because there is no practical "solution" on this social research paper. There are strong needs to enhance the huge potential of environmental efficiency, and thus we need more precise, appropriate and workable mechanism for the conclusions of these researches. In order to enhance environmental efficiency from the current researches on the environmental issues, therefore, I suggest three lemmas; innovation lemma, sustainability lemma, and performance lemma. First, the researchers should find the common and unique features of their research with other previous conclusions. Based on this comparative analysis on the conclusions, they should found innovative way of their proposed solution with more field-oriented information.
