A weapon system test needs a lot of measurement systems to verify its performance and retain test range safety. The measurement information are shared by microwave communication in real time. Events like air burst of proximity fuze, sub-munitions' release, and interception of a ballistic missile generate a cluster of multi targets which include debris, booster, sub-munitions. Measuring the exact position of a cluster of multi targets requires a multi-target tracking radar. The most important purpose of measuring position of a cluster of multi targets is safety. In order to have a safe test, dispersion radius in two orthogonal dimensions is needed. In this paper, we propose the method to estimate dispersion radius of sub-munitions using the dispersion of Doppler signals at two orthogonal direction. The simulation results show that the dispersion of Doppler signals can be applied to estimate the dispersion of sub-munitions. The proposed method can be helpful to reduce data capacity of microwave communication by sharing the dispersion information instead of each individual's trajectory data for real time safety.
