중소규모 사업장의 화학사고 예방 및 대응을 위한 공동관리체계 마련에 관한 연구

초록

This study is specialized in the industry of ‘surface treatment’ among the complex specialized in the root industry, and it aims to establish a joint management system by building a network between workplaces through collaboration such as a management system for handling facilities at workplaces where small and medium-sized workplaces are concentrated and joint response measures to minimize the expansion of the scope of chemical accidents. A survey was conducted by targeting personnel who handle the harmful chemicals in the Banwol Nationals Industrial Complex and Sihwa National Industrial Complex. A total of 130 copies were collected and frequency analysis, technical statistics, and cross-analysis were carried out through the SPSS statistical program. The main result derived is as follows. The personnel who handle the harmful chemicals generally understand 「Chemical Substances Control Act」. When a chemical accident occurs, there is a high level of unsystematic response according to the site conditions, so it is necessary to take response measures that consider the prepared emergency response plans. A Joint Management System is required, and it was highly recommended to establish joint operation of material resources in order to resolve economic difficulties. By forming a community of incident response between nearly companies in similar industries that handle harmful chemicals, it will be possible to solve the part of economic difficulties of small and medium-sized workplaces through sharing information on excellent practices of complying with handling facilities standards and joint operation of material resoures, and it will enhance the efficiency of information sharing and chemical safety management through the establishment of joint management system.
