초록
This collaborative research (which is, in this paper, specifically concerned with the views seen from the Korean side) aims to identify barriers, to address policy options intended to resolve restrictions and conflicts in the liberalization and facilitation process in the Northeast Asia, and to promote and strengthen free movement of people and goods, similar to EU and NAFTA. In this respect, we will focus on the following subsequent subjects: (1) Identify and describe any limitations or restrictions imposed by counterpart countries that may create unfavorable conditions for Korean companies and businesses related to airline organizations, in providing air transport service to those countries, and describe the effects of such limitations or restrictions on the business plans or operations in Korea. This step is to specify, more concretely, the barriers laid out for Korean airline companies in operation. (2) Propose specific measures to promote and strengthen facilitation and liberalization for enhanced efficiency in the movement of people and goods among the three countries of Northeast Asia. Such facilitation should include efforts to achieve international consistency in customs clearance, regulatory transparency, harmonization in documentation, simplification of transport data requirements, and reduction of cargo-clearance cycle time. In turn, liberalization leading to the formulation of common transport policy should include efforts to create an appropriate mechanism for liberalization, unify the legal settings for the markets to work, and remove all regional discriminations in the air transport system. This second step implies various aspects for implementation of the ‘Problem-Solving’ approach for the integration of Northeast airline transportation activities.
