Asian Overview - broadband regulation in Korea, Japan, and Hong Kong

This paper addresses Asian countries’ broadband situations, particularly Japan, Hong Kong and Korea. These three countries ranked top in the world in terms of broadband penetration. Also these countries are close geographically and culturally. In Japan, the government involved in establishment information society policies, e-Japan. E-Japan’s objective is to diffuse internet and establishment of broadband infrastructure. It was triggered by neighbor countries’ development, Korea and Hong Kong. Hong Kong government published 'Digital 21' strategy for the information society strategies for the 21st century. It is crucial to IT development in Hong Kong. Korea is the country that the government policy is the strongest factor to boost broadband penetration. They had Cyber Korea 21, e-Korea, and Broadband IT Korea Vision 2007 This paper argues that in these three Asian countries, broadband should be hotspot to converge telecommunications and media.
