아동 및 청소년 체육 정책 연구의 현황과 향후 개선 방향에 대한 담론

초록

The purpose of this study was to reinterpret child and youth sport policies in Korea from a discursive perspective and to present future directions and improvement tasks for policy research. A literature review was conducted by collecting academic journal articles, government reports, policy documents, and media sources published over the past decade, which were analyzed using content analysis. The findings are as follows. First, key policy issues include changes and limitations in school sport policies and structural problems in community sport policies. Second, trends and implications in policy research were categorized into studies focusing on policy governance and delivery systems, participation expansion and program design, policy linkage and collaboration as structural issues, rights-based approaches centered on health and physical activity indicators, and curriculum-centered physical education policies. Third, the discussion highlights the need to reinterpret the structural characteristics of child and youth sport policies, strengthen the linkage between policy implementation and outcomes, and shift toward an integrated policy research framework. In conclusion, this study calls for a transition at the policy level toward value-oriented approaches and a redesign of institutional foundations. At the research level, it emphasizes a shift from discursive analyses to empirical and practice-oriented studies. At the field level, it underscores the importance of strengthening the capacities of policy implementers and expanding access to physical activity for children and adolescents.
