난민문제에 관한 서론적 고찰 - 난민 수용의 필요성과 당위성을 중심으로 -

There are now millions of people around the world who are forced to leave their homes behind. One of the problems that will shake the world in the 21st century is the refugee problem. The New York Declaration was issued on Sept. 19, 2016, under the background of the massive migrations and refugees facing the world. International migration is caused by various factors such as conflict and famine. There used to be a lot of forced migrants, but now they are mostly in regular channels. Migration is natural and there are many positive economic factors. Nevertheless, some politicians only expose negative aspects to fear. In Korea, there are also views that contradict the views of refugees. While there is a friendly view of refugees based on the principle of compassion and humanism, there is still a cold view of refugees. In the spring of 2018, 480 Yemeni people entered Jeju Island and applied for refugees, causing heated arguments. The Ministry of Justice's immigration and foreign offices decided to grant a "humanitarian stay" to 362 of them, but the dispute has not cooled down. The issue of refugees cannot be fully understood by a single-sided explanation. In short, refugee issues are part of a social science migration phenomenon, which can be understood as a complex problem in domestic and abroad in connection with those recognized as refugees or who claim (or pretend to be) so. The issue of refugees should be viewed not only on institutional responses, but also on various aspects such as human migration, relationships with other non-displaced migrants, and the impact on society and the country. The issue of refugees today is being developed in a complex cross-section of idealism, realism, globalization and nationalism. If the international situation is uncertain and the country's future is uncertain, it will be difficult to promote multilateral cooperation as before. The issue of refugees closely related to the sovereignty of the nation and the social structure is especially addressed. The problem of refugees is a problem that must be deeply troubled. The acceptance of refugees may not necessarily benefit the national interest. In difficult times, policy makers in any country may not wish to offer active support to refugees. However, the New York Declaration, adopted by the leaders of each country, was based on the human love of noble people, and the core of the declaration was to ensure that people in need of human treatment and access to necessities of life. Nearly 10,000 refugee applications have already been filed annually in Korea. Depending on the situation in North Korea and China, there may be a massive number of refugees or homeless people. Such problems of refugees and displaced persons have become issues that must be prepared at all the time.
