중국 대도시의 도시계획체제에 관한 고찰

초록

The aim of this study being to make comparison of the city planning regulations of the major cities in China, we chose four examples of Beijing, Shanghai, Guangzhou, and Shenzhen and examined the system of city planning, development approval process and plan management established by the City Planning Law of 1989. In order to find out the characteristics of each cases comprising differences among them. we tried to analyse planning regulations of above cities enacted and practiced on the base of the city planning law. The result of the research reveals that flexibilities were afforded with consideration of the socio-economic conjuncture in the case of Guangzhou, and for Shenzhen emphasis was laid on the ideology of democracy in the legal process. But we could confirm that the planning system in general complies to the legal hierarchy comprised of various levels including national master plan at the to the local application practices except the cases of Guangzhou and Shenzhen that reveals the tendency of adaptation to the specific situations of the cities.
