Reconstituting Universal Viewing Rights in the Age of Online Sports Broadcasting : Necessity and Conditions for Expanding Digital Access

초록

Shifting media environments have left real-time broadcasting competitive mainly in sports and news. Recently, however, OTT services once centered on on demand content have expanded into live streaming, further weakening conventional broadcast channels. In particular, OTT operators have aggressively acquired sports broadcasting rights, bringing major events to their platforms via live streaming. As OTT providers join this competition, rights fees have surged, increasingly crowding out terrestrial broadcasters that once aired such events at no extra cost. Since OTT streamed events are typically limited to paying subscribers, the diversification of platforms has paradoxically reduced the public's opportunities to watch major sporting events universally, without added cost. In response, this study empirically examines user perceptions of expanding universal access rights to include digital streaming rights, and conducts in-depth interviews with broadcasting rights practitioners and media scholars to cross-validate the policy necessity and feasibility of such expansion. Based on these findings, it proposes evaluative criteria for a framework to extend universal access rights to digital broadcasting rights.
