Estimation of Weighting Factor for the Complex Risk Index of Natural Disasters Using Entropy Theory

These days, flood damage by natural disasters including typhoon, heavy rainfall and so on tends to be increasing. This may be due to urbanization, industrialization, and climate change. The damage is occurred by various disaster factors rather than just one factor. So we need research works for comprehensive disaster mitigation plans and development of diagnostic technique for the estimation of disaster risk considering complex risk factors. In order to establish disaster mitigation plans and complex risk index considering complex risk factors, we need to study some effects that affect urban disaster by various factors resulted in urban disaster. Also, we need to study which disaster factors affect urban disaster more among various disaster factors. Here we defined the complex risk index as the risk index estimated by considering wind and heavy rainfall. In this study, we estimated weight of complex risk index that shows the degree of disaster risk about urban area using entropy method. The weight of complex risk index is estimated by estimating entropy after normalizing attribute data of indicators. We compared the weight estimated by entropy method and weights estimated by another method. Then we validated the entropy method and applied the estimated weight for the estimation of the index.
