Comparative analysis of flood control safety assessment methods using flood risk maps: a case study for the Yeongsan-Seomjin River basins

The frequency and magnitude of natural disasters have been increasing due to climate change. Therefore, we have established the Long Term Comprehensive Plan for National Water Resources (CP-NWR) in Korea to develop a robust and safe flood management strategy. This plan incorporates the Potential Flood Damage (PFD) assessment, which is used to analyze high-risk areas and develop appropriate safety measures. However, the limitations of the PFD assessment have been identified, leading to numerous studies aimed at addressing these issues. Most previous studies have focused on modifying existing indicators of PFD or introducing new indicators to improve assessment accuracy. In contrast, Prior research proposed an improved methodology to resolve the identified issues and highlighted several limitations of the conventional assessment approach, such as a rigid and river-centric evaluation framework, insufficient database construction for diverse indicators, and overestimation or underestimation caused by the use of large-scale spatial units. To overcome the limitations, we developed a new assessment method, called ‘Flood Control Safety Assessment Tool’ using Flood Risk Map based on the previous study of prior research. In particular, we improved the method for determination of flood management level and the criteria for identifying vulnerable area in flood, which was not adequately addressed in the previous research. The developed method in this study suggests more realistic methodology than the previous work. Therefore, the results derived from the developed method in this study are expected to contribute to a more realistic evaluation framework for flood risk and facilitate the development of a systematic and effective flood management strategy tailored to South Korea's unique conditions. © 2025 Korea Water Resources Association.
