초록
The boundaries of residential and industrial areas have been blurred by the recent expansion of urban centers. This has increased the risk of local resident in many areas. In Europe, the SEVESO-III scheme regulates the risk Criteria to health effects from the Land Use Plan stage. In this study, we defined the Tolerance of Risk from chemical plants and Risk Criteria in Korea. South Korea's Individual Risk Criteria was proposed as the lower limit of 1.0E-06 and the upper limit of 5.0E-5. The lower limit of the Societal Risk Criteria is proposed as F:5.0E-03, N:1, Slope:-1, and the upper limit as F:1.0E-04, N:1, Slope:-1. In addition, a method for assessing Societal Risk through a given correction factor was presented to the KORA. KORA's social risk assessment method used the OGP incidence frequency and death toll within the influence range of AGEL-3 values. The correction factor was chosen to minimize the error by comparing the results with Safeti, which was verified through verification scenarios. It is expected that the use of the off-site consequence analysis and Chemicals control act will be expanded through this study. In particular, it is expected to be used to assess Societal Risk as well as for the existing purpose of inducing the installation of mitigation systems at the site.
