Making a Pseudo Empire Order in East Asia: South China Sea and China’s Foreign Policy This paper examines the issue of China’s Foreign Policy towards South China Sea. Based on reviewing recent Chinese Foreign Policy making in the CCP, I argue that China wants to make a new regional order in East Asia surrounding South China Sea. There are three imaginative mapping layers in China’s Foreign Policy; Big Powers, Neighbours, and Others. The issue of South China Sea is related to two layers, from neighbours to big powers, so that it is not a single issue but like very complex rite of passages to China, in order to be a real world power who constructs international order. China seems to build a pseudo empire order in East Asia in the name of stability and peace. The order seems to be a mixture of the Sino-centric old empirical order and the nation-state system.
