A Study on New Strategies for Resilent Waterfront Design After Hurricane Sandy

Sustainability has been one of the key issues of many waterfront design projects, aiming to protect and embrace nature, biodiversity, livability, accessibility, walkability, open space, and more. In recent decades, with the dramatic change in climate, natural disaster is becoming increasingly common in many countries around the world. Sea level rise and more frequency of the intense coastal storms cause a great deal of damage to the waterfront. The growing uncertainties of the possible natural disasters in the future is causing researchers and designers to respond proactively to achieve long-term resiliency. Especially, Hurricane Sandy woke up the public. In 2012, superstorm Sandy hit New York City area and created outstanding number of casualties, devastated many buildings and infrastructure, and caused power outage for parts of the city for several days. People faced the true threat of climate change and realized how it could be so severely damaging. Since Hurricane Sandy struck the city, restoration plans has been proceeding. The forms of buildings have changed to fit the new code and zoning standard of NYC and some area such as Battery Park was considered redesigning with the 100-year floodplain. Also, beyond urban recovery, many design projects were launched to initiate creative debates for solution. Some examples are: REBUILD BY DESIGN(RBD), MOMA PS1 Rockaway, and 2013 ONE Prize competition. Herein the paper analyzes the implications of exemplary projects related to post-Sandy recovery efforts. The depth of analysis and design solutions are examined. Furthermore, we investigate the cooperation of interdisciplinary expertise during design process, community engagement, and finance strategies to realize. It helps to understand the possibility and limitation of innovative strategies for resilient waterfront design in the future.
