시진핑 시기 문화정책 변화에 따른 IP 산업 동향 분석 - 저작권법과 관련 규제정책을 중심으로

초록

This paper analyzes China's cultural IP regulation and copyright laws and trends in China's IP industry under Xi Jinping's cultural industry policy from the first to the third term of his presidency. Also, based on this, suggest implications for Korean cultural IP contents to enter China. China has developed its cultural industry according to its national policy frameworks, including the 12.5 Plan, which pursued quantitative growth of the cultural industry under the policy framework of balanced growth; the 13.5 Plan, which laid the foundation for the convergence of digital technology and culture while attempting to shift to qualitative growth; and the 14.5 Plan, which aims to develop a full-fledged digital technology convergence cultural industry and expand imports and exports. Korea-China cultural exchanges have faced difficulties due to the Corona and THAAD issues, but from the beginning of the 14.5 Plan, Korea-China cultural exchanges have begun to open up, including the designation of the Year of Korea-China Cultural Exchange. These changes in China's policy stance and the revision of laws surrounding copyright laws may provide opportunities for domestic companies to enter China. Therefore, This paper suggest exporting IP in its original form and creating secondary works through collaboration with local Chinese companies, establishing a platform to connect Chinese MCN companies with Korea, and supporting government policies to validate their own capabilites and list them.
