FlexiView: Flexible Video Quality and Playout Optimization for Mobile Video Streaming

The increasing demand for mobile video streaming presents a significant challenge in delivering high-quality, uninterrupted content under dynamic network conditions. In this paper, we present FlexiView, a novel algorithm that jointly optimizes video quality and playout rate by leveraging chunk-specific characteristics, i.e., data size, SSIM, and VMAF, within edge-assisted video streaming environments. FlexiView employs Lyapunov-based and convex optimization techniques to dynamically adapt both parameters in real time, aiming to maximize user Quality of Experience (QoE), reduce video stalls, and stabilize fluctuations in video quality and playout rate. Extensive trace-driven simulations demonstrate that FlexiView outperforms existing adaptive bitrate and playout control algorithms by effectively balancing QoE enhancement, stall prevention, and system consistency. © 2026 IEEE.
