Inefficiencies and poor performance in public construction projects have resulted in significant waste of national financial resources. Given the scale of public investment, there is an urgent need for innovative strategies to enhance the effectiveness of construction spending and strengthen the management of government finances. Performance management in public construction projects is shaped by numerous interrelated factors, requiring a comprehensive and integrated approach to achieve meaningful improvement. However, previous efforts have been fragmented, often limited to isolated institutional reforms without long-term continuity or cohesive planning. This study identifies and analyzes key challenges in the current performance management system for public construction projects in Korea. It conducts a comparative analysis of practices in the United Kingdom and the United States, focusing on performance goal management and performance evaluation. In examining performance goal management, the study compares goal-setting processes, implementation procedures, and project management systems. For performance evaluation, it reviews evaluation methods, operational procedures, and feedback mechanisms. Finally, the study proposes policy directions to strengthen the performance management system, aiming to improve accountability, efficiency, and long-term sustainability. © 2025 Architectural Institute of Korea.
