Flexible Location Area for Personal Mobile Communication

Flexible location area is proposed to support the advanced mobility management for future personal mobile communication systems like UPT(Universal Personal Telecommunications) and FPLMTS(Future Public Land Mobile Telecommunication Systems). In flexible location area concept, each mobile station has its own location area. Not only the size but also the shape of each location area is determined individually depending on the traffic and mobility pattern of each mobile station. Each location area is a group of contiguous cells which were visited recently by an individual mobile station. This group of cells is called a working set. Through the management of working set, the paging cost for an incoming call is decreased by minimizing the number of cells in a mobile station's own location area, and the location update cost of highly activated mobile stations is decreased by grouping all the necessary cells into a single flexible locatino area.
