The study attempts to examine the utilization of underground idle spaces based on the case of New York City's Lowline Park, to investigate the way how to develop a platform as a social space, and to propose a new paradigm of urban regeneration with the introduction of smart farms. Arguments’ focusing on fund-raising and assurance of profitability, investment and financing method, as well as lease of publicly owned land. In particular, the study purposes to seek new alternatives for securing the business value, publicness, and technicality of smart farms throughout the case of Lowline Park.
