Selection and Management Strategies for Natech Vulnerable Areas in Response to Climate Change

초록

This study identifies and proposes management strategies for Natech(Natural disaster-triggered technological accident) vulnerable areas in Korea, as climate change increases the risk of such events at chemical facilities. By analyzing climate change scenarios and natural disaster data, ten major industrial regions—including Yeosu, Ulsan, and Gwangyang—were identified as highly vulnerable. Climate scenario analysis showed that southeastern coastal areas are particularly susceptible to compound disasters such as heatwaves, heavy rainfall, typhoons, and earthquakes. The study recommends integrating Natech risk factors into chemical accident prevention plans, developing GIS-based integrated risk maps, conducting special inspections, and mandating emergency response plans for facilities in vulnerable zones. These measures aim to strengthen national Natech risk management and provide a scientific basis for effective disaster prevention and response in the era of climate change.
