As a unit of academic and research-oriented health-care system, a university hospital requires an efficient allocation of its resources in a competitive environment of various expectations, needs, and financial demands. The purpose of this paper is to develop an integer goal programming (IGP) model which provides effective decision-making for resource allocation for strategic planning in a university hospital. The model is developed based on the data obtained from an academic, research-oriented hospital in St. Louis, Misssouri, U.S.A. The proposed model utilizes an IGP to reflect the multiple, conflicting goals of decision makers for strategic planning. The model result provides the compromised and satisficing solution for effective resource allocation. The model can be also utilized to implement successfully in a large-scale and multi-dimensional strategic planning setting.
