Several challenges related to wave polarization- such as the depolarization issue, wet ground effect, and heterogeneous surface impact-can reduce the reliability and detection accuracy of Global Navigation Satellite Systems Reflectometry (GNSS-R) and Signals of Opportunity Reflectometry (SoOP-R) systems. This study proposes an alternative solution to address these challenges by integrating a Switchable Reflective Metasurface (SRM) polarizer into GNSS-R and SoOP-R systems to improve polarization robustness and system performance. The proposed polarizer features a compact structure and a scalable design, making it suitable for implementation across various platforms. Measurement results of the polarizer show good agreement with simulation outcomes, confirming the functionality of the switchable polarizer: it is capable of maintaining the polarization of incoming waves in the ON-State, and converting linear polarization into circular polarization in the OFF-State. Furthermore, the absence of significant differences between far-field and near-field measurement results indicates that the polarizer can adapt well to various implementation scenarios. © 2026 IEEE.
