위기상황에서의 의료서비스 공정성과 지역사회 참여: COVID-19 대응 실패사례를 중심으로

초록

Amid the recent COVID-19 pandemic, medical systems and services around the world are failing. Thus, this study analyzed failure cases of healthcare service justice and community engagement in response to COVID-19 in South Korea. Based on the analyses, total nine crisis management methods were proposed. From a medical institution’s perspective, the following were suggested: 1) flexible hospital design 2) government control centralized system for patient information 3) unified medical service delivery system 4) reliable medical supply chain 5) public-private partnerships. From a community engagement perspective, the following were proposed: 1) enhancing penalties for non-compliance with public health order 2) disclosing information 3) utilizing digital devices 4) developing mature civil consciousness. It is hoped that crisis management capabilities could be strengthen through countermeasures presented in this study.
