국회의원 연구단체의 등록 품앗이는 입법 협력으로 이어지는가?

초록
This study examines whether strategic cross-party inclusion in National Assembly Research Groups helps individual legislators in their legislative activity. Strategic cross-party inclusion refers to the practice of adding legislators from other parties or independents to a research group mainly formed by one party in order to meet registration requirements. These groups are often expected to promote policy discussion and legislative cooperation beyond parties and standing committees. Yet it remains unclear whether such participation actually benefits individual legislators. Using data from Research Groups in the 22nd National Assembly, this study analyzes whether legislators included in this way gain concrete advantages in their legislative work. The analysis focuses on three individual-level outcomes: the number of bills a legislator primarily sponsors, whether members of the same research group join those bills as co-sponsors, and the share of co-sponsors who belong to the same research group. Using Directed Acyclic Graphs and structural causal models, the analysis does not support the expectation that strategic cross-party inclusion strengthens individual legislative activity or leads to reciprocal co-sponsorship. Legislators included in this way do not gain clear advantages in bill sponsorship or in mobilizing co-sponsors from the same research group. The findings suggest that these legislators are often added to meet formal registration requirements, rather than being fully integrated into the group’s legislative network.
