The electrical characteristic of soil is of fundamental importance in design of grounding system. The electrical parameters of soil are highly dependent on the various factors such as types of soil, chemical compositions, mosture contents, temperature, frequency, and so on. In this paper, we describe the measurement results of frequency-dependent impedance, resistivity, permittivity of soil as functions of types of soil and moisture contents. The soil resistivity was decreased with an increase in the moisture content. The impedance and resistivity of most types of soil decreases as the frequency increases, and the variation of soil resistivity with frequency is pronounced in the conditions of high resistivity or low moisture content. Also, the permittivity decreased sharply with frequency at below 10 kHz.
