The same familialistic welfare regime?

Cluster analysis and multidimensional scale analysis are used to compare family policy in southern Europe and Korea. Contrary to common understanding, the study results reveal that familialism in these welfare regimes is not homogenous, and that the differences seem to be widening. During the 15 years of 1993 to 2008, Portugal and Spain moved away from traditional familialism, and Korea followed a similar path, albeit slowly. Italy and Greece, on the other hand, seem to have lingered in traditional familialism. In terms of Hall’s level of change, family policy in Portugal, Spain, and Korea moved toward the last level of policy change, whereas Greece and Italy remained in the first and second levels. These findings suggest that familialism in Portugal, Spain, and (partly) Korea is moving from traditional familialism to modernized familialism.
