저탄소사회로의 전환을 위한 저탄소 녹색마을 평가방안 연구

초록

The problems with climate change and resource constraint require transition to low carbon society. The notion of 'Low Carbon Transition' is a shift to low carbon socio-technical system due to interaction in landscapes, regimes and niches. Also, it becomes a matter not only of low carbon technologies, but also of the reconfiguration of social context including law, institution, culture, knowledge, and so on. 'Strategic niche management' is important to low carbon or sustainable transition. Niches are to be perceived as crucial for bringing about local transition because national transitions consist of accumulations of local and urban transition. In a similar context, Korea has been progressing low carbon model village as SNM. This study is based on the research that suggests transitions can be deliberate and purposive by SMN. We find the implications through transition and SNM theories and offer the direction for evaluation of 'Low Carbon Green Village' project of Korea. Consequentially, government needs to form social consensus, protecting the niches for strategic management. Also, cities provide 'learning' for spreading niches to other space. Above all, we offer that there are important challenges for the formation of governance including various interests and actors.
