Development of Inchon Port DSS Based on the Continuous Berth Management

Incheon port, which is the central port of the northeast economic bloc, will have an more important role. Nevertheless, Incheon port become less and less competitive because of the excessive logistics cost and the chronic demurrage as well as the handling capacity which has already exceeded its limits. Therefore, the quick and correct decision making is the important factor to efficiently operate a port. The purpose of this research is to develop the improved real-time decision support system on the basis of the previous researches for the Incheon Port. This study includes the intensified application of the rules which applies the efficient depth utilization and the continuous berth utilization based on the concept of a group of berth , which means adjacent berths of same operation company. This DSS system is constructed on the basis of the real decision rules which are extracted from the formal rules and from the various operation rules of the berthing experts. The manager of the system can deal with the dynamic alterations such as working delays and berth exchange and reflect user's decision on the system.
