The Glues of Coalitions in Policy Networks- What Makes Policy Actors Work Together?

This study explores the glues of coalitions in policy networkssuch as the communication network and the ally network by examining relational data collected under the Korean international migration policy. Specifically, this study focuses on three candidates expected to affect the relationships and collective actions between policy actors: the proximity of belief systems (PBS), the proximity of policy interests (PPI), and the proximity of policy preferences (PPP). This study shows that the explanatory power of the PBS, the PPI, and the PPP is stronger in the ally network than in the communication network. With regard to that explanatory power, our results imply that the PPP is the most influential factor among them. Also, this study reconfirms the significance of mutual trust in determining collective actions in policy processes.
