인구감소사회에서 다문화 정착과 지역 지속가능성을 위한 체육정책 소고

초록

The purpose of this study is to explore the role and policy direction of sports policy for multicultural settlement and regional sustainability amid the transition to a depopulation society and multicultural society. To achieve this, the study employed a qualitative literature-based approach by reviewing domestic prior studies and government policy documents related to population decline, multicultural education, students with migrant backgrounds, school physical education, community sports, sports welfare, and sports club policies. The findings indicate that, within the structural context of declining school-age and working-age populations alongside the increasing number of students with migrant backgrounds, multicultural settlement requires key conditions such as school adaptation, social capital formation, community participation, and regional settlement. In addition, sports were found to perform significant socio-political functions that promote multicultural settlement and regional sustainability through enhancing health and quality of life, fostering social integration, strengthening place attachment, and expanding accessibility to everyday sports-based social infrastructure (SOC). However, current policies were shown to have several limitations, including adaptation-centered multicultural policies, universal participation-centered sports policies, insufficient linkage to regional settlement, and fragmented governance structures. Accordingly, this study argues that sports policy should move beyond its conventional role as a health and leisure policy and be restructured as an integrated social policy that supports multicultural settlement and regional sustainability. This study holds academic and policy significance in that it reconceptualizes sports policy as a key policy instrument for community revitalization and sustainable regional development in the era of population decline.
